The Secretary
Ken F. Ortiz was appointed by Governor Bill Richardson on August 31, 2009. Mr. Ortiz previously served as a Deputy Secretary for the New Mexico Department of Workforce Solutions. Previously, Ken came from the Taxation and Revenue Department where he served, most recently, as State MVD Director.Ken Ortiz is a native New Mexican. He earned a Bachelor’s degree in Accounting from New Mexico State University in 1993. He began his state government career as a Financial Auditor for the Human Services Department, Office of Inspector General specializing in Medicaid Fraud. Ken then moved to the Taxation and Revenue Department in 2000 as a tax auditor for various tax programs within TRD. In 2002, Ken was promoted to implement the “Drive Insured” program, which has reduced New Mexico’s uninsured rate from a worst in the nation 33% to 9% currently.
In April 2005, Ken was appointed by Governor Richardson to serve as Director of the Motor Vehicle Division, which oversees, 33 state run field offices, 39 municipal offices and 18 private retail offices.
During his tenure as Director, MVD has been able to better serve the public by decreasing the average wait times, improving technology and greater customer satisfaction.

Deputy Secretary Casados
Teresa Casados joined the New Mexico Department of Workforce Solutions in December 2009. Ms. Casados previously served as the Deputy Chief of Staff and Director of Operations and Human Resources for the Office of the Governor under Governor Bill Richardson. Ms. Casados has more than 30 years of applied management and operational experience in the public and private sector. In her previous positions, she worked closely with executive leaders to hire and place senior-level personnel in positions throughout state government. Prior to government service, Ms. Casados spent 24 years in the private sector legal field serving as a legal assistant and paralegal. Ms. Casados is a native New Mexican. She has a Bachelor’s degree in Business Administration from the University of Phoenix.Deputy Secretary Meoni
Neil Meoni joined the New Mexico Department of Workforce Solutions in October 2009. Mr. Meoni previously served as the Project Oversight and Compliance Division Director for the State of New Mexico’s Department of Information Technology. In that position, he had oversight of more than sixty state Information Technology projects totaling over $200 million dollar to ensure compliance with state rules, standard, initiatives, and strategic plans. Also during his six year tenure with the Department of Information Technologies, he served as the Chief of Staff. Mr. Meoni was also a member of the New Mexico Recovery and Reinvestment Act team under the leadership of former Governor Toney Anaya. Prior to coming to New Mexico, Mr. Meoni was the Director and Chief of Information Management for the Florida Department of Labor and Employment Security where he was responsible for the technology and automation resources for the department. Mr. Meoni also served as the Florida Division of Workers’ Compensation Assistant Director managing the day-to-day activities of the division.Mr. Meoni is a retired Colonel from the United States Army. He has a Masters Degree in Commerce from the University of Richmond, Virginia.
