Steven's Amendment

The Stevens Amendment is an appropriations provision that requires U.S. Department of Labor and U.S. Department of Health and Human Services grant recipients to acknowledge federal funding when publicly communicating any projects or programs. This requirement to reveal the costs financed with federal funds promotes transparency and accountability, and ensures any federally funded research and work are properly credited.


The New Mexico Department of Workforce Solutions is 85% Federally funded with ($106,960,200), and 15% ($18,543,600) financed by non-federal sources in state fiscal year 2024. The New Mexico Department of Workforce Solutions uses federal grant money to fund the following programs and projects through the following Divisions:

Employment Services (ES) Division:

  • Apprenticeship USA - The Apprenticeship USA Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 24% of the Apprenticeship USA Program is financed with federal funds and 76% is financed with state funds.
  • Disabled Veteran’s Outreach Program (DVOP)- The DVOP Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the DVOP Program is financed with federal funds.
  • Local Veteran’s Employment Representative Program (LVER) - The LVER Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the LVER Program is financed with federal funds.
  • Rapid Response - The Rapid Response Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the Rapid Response Program is financed with federal funds.
  • Re-employment Services and Eligibility Assessment (RESEA) - The RESEA Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the RESEA Program is financed with federal funds.
  • Temporary Assistance for Needy Families (TANF) - The TANF Program is supported by the U.S. Department of Health and Human Services. The New Mexico Department of Workforce Solutions is a sub-grantee of the New Mexico Department of Human Services. A total of 100% of the TANF Program is financed with federal funds.
  • Temporary Labor Certification for Foreign Workers - The Temporary Labor Certification for Foreign Workers Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the Temporary Labor Certification for Foreign Workers Program is financed with federal funds.
  • Trade Adjustment Assistance (TAA) - The TAA Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the TAA Program is financed with federal funds.
  • Wagner-Peyser - Title III - The Wagner-Peyser – Title III Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the Wagner-Peyser – Title III Program is financed with federal funds.
  • Work Opportunity Tax Credit (WOTC) - The WOTC Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the WOTC Program is financed with federal funds.
  • Workforce Data Quality (WDQ) Initiative - The WDQ Initiative Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the WDQ Initiative Program is financed with federal funds.
  • Workforce Innovation and Opportunity Act (WIOA) - Title I - The WIOA - Title I Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. WIOA - Title I Program funds are sub-granted to Local Workforce Boards. A total of 100% of the WIOA - Title I Program is financed with federal funds.


Program Support:

  • Labor Force Statistics - The Labor Forces Statistics Program is supported by the Employment and Training Administration (ETA) of the U.S. Department of Labor. A total of 100% of the Labor Force Statistics Program is financed with federal funds.


Unemployment (UI) Division:

  • UI Administration – The UI Administration Program is supported by the U.S. Department of Labor. A total of 88% of the UI Administration Program is financed with federal funds and 12% is financed with state funds.
  • UI Equity – The UI Equity grant is supported by the U.S. Department of Labor. A total of 100% of the UI Equity grant is financed with federal funds.
  • UI Integrity – The UI Integrity grant is supported by the U.S. Department of Labor. A total of 100% of the UI Integrity grant is financed with federal funds.
  • UI Navigator – The UI Navigator grant is supported by the U.S. Department of Labor. A total of 100% of the UI Navigator grant is financed with federal funds.
  • UI Tiger Team – The UI Tiger Team grant is supported by the U.S. Department of Labor. A total of 100% of the UI Tiger Team grant is financed with federal funds.


Workforce Technology Division:

  • UI Modernization – The UI Modernization project is supported by the U.S. Department of Labor. A total of 70% of the UI Modernization Program is financed with federal funds and 30% is financed with state funds.

    Applications Developer?

    Develop, create, and modify general computer applications software or specialized utility programs. Analyze user needs and develop software solutions. Design software or customize software for client use with the aim of optimizing operational efficiency.

  • Do you want to become a

    Plumber?

    Assemble, install, alter, and repair pipelines or pipe systems that carry water, steam, air, or other liquids or gases. May install heating and cooling equipment and mechanical control systems.

  • Do you want to become an

    Ironworker?

    Raise, place, and unite iron or steel girders, columns, and other structural members to form completed structures or structural frameworks. May erect metal storage tanks and assemble prefabricated metal buildings.

  • Do you want to become an

    Electrician?

    Perform preliminary work with the material and tools of the trade; residential and commercial rough wiring and finish work including the installation of various kinds of wires, cables, and conduits per the National Electrical Code; industrial lighting and service installation; motors controls and installation including emergency generators, relays, and timing devices.
